The problem

Public procurement begins with a question private buyers seldom put in writing: who pays the advisor. Brixton Infrastructure is not owned by any utility, developer, or equipment vendor; we are compensated only by our clients and take no third-party commissions or vendor payments. A recommendation to an agency carries no equipment sale or development fee behind it.

Most agencies already control the space these projects need. Rooftops, carports, closed landfills, and reservoirs can host solar and energy storage that serves the agency's own load behind the meter, or that exports under an offtake agreement as front-of-the-meter distribution-connected generation; project ownership can sit with the agency or with a third party under a site lease, and the right structure turns on the agency's cost of capital and its appetite for construction and operating risk. Engagements typically begin with a screen of agency-controlled sites against structural condition, interconnection proximity, and the tariff and load data that decide whether a project serves the meter or the market. Public buying rules shape every step that follows, and Brixton Infrastructure supports procurement-compliant processes from solicitation drafting through negotiation inside the framework the agency's counsel sets. The aim is an award that survives protest and a contract the board can defend in public session.

Brixton Infrastructure's principal spent over 15 years structuring energy deals for IPPs, including over 700 MW of project PPAs negotiated and executed from the seller's side of the table, and has secured site control for over 1,000 MW of solar and energy storage development. That vantage point informs how an agency's land and rooftops are valued: how a developer prices a site and its interconnection position, where a lease or an offtake term has room to move, and which concessions cost the counterparty little but carry real value for the agency.
