The problem

Load growth has outrun the standard utility planning playbook. The accelerating electrification of the economy and new data center capacity has led to projected capacity shortfalls across much of the country, and large energy users encounter years-long interconnection queues and find it increasingly difficult to secure power to meet near- and medium-term demand. With speed to power now a gating constraint, on-site behind-the-meter and front-of-the-meter distribution-connected generation (DG) can shorten the timeline. DG solar and energy storage in particular avoid the environmental (NOx/SOx) permitting delays that come with natural-gas turbines and similar fossil fuel generators, and can also help meet near-term sustainability goals.

According to an NREL survey of over 10,000 commercial tariffs, demand charges can run to 30–70% of a commercial electric bill. A pure energy-supply PPA does not reach the demand component of the bill. On-site generation and energy storage sized against the tariff and load profile can mitigate those charges by shifting peak net load to less expensive hours.
